Lubao Water District
History
The original water system facilities of the Lubao Municipality were constructed by the defunct NAWASA in the 1960’s during the term of Mayor Emiliano V. Malit, under the Administration of then President Diosdado Macapagal. The following facilities were constructed: One (1) Water Tank and One (1) Pumping Station at San Nicolas I, and Main Lines at Barangays San Nicolas I, Sta. Lucia, San Juan and Sto. Tomas (only portions of the above mentioned barangays).
On October 25, 1982 thru Sangguniang Bayan Resolution No. 14, the Lubao Water District (LWD) was formed. This was during the term of Mayor Anastacio R. Bernal with Mr. Danilo Regala as the General Manager and with total connections of 375.
The actual operation of the Water District began on January 7, 1983 with the issuance of a Conditional Certificate of Conformance (CCC) making it the 232nd Water District in the Philippines by the authority of the Local Water Utilities Administration (LWUA). The Lubao Water District is among the various areas benefited by PD 198, known as the Provincial Water Utilities Act of 1973, creating LWUA to aid and assist provincial and urban water users through loans, technical assistance, training and other forms of assistance.
During the second quarter of 1990, there was a change of management with Engr. Ricardo B. Manalansan as the General Manager. In 1991 after the Mt. Pinatubo eruption, the LWD received a grant from LWUA (one generating set, one 20 Hp Turbine pump, pipes for distribution lines and the office building at San Nicolas I) the amount of P 1.3 M. In 1993, another grant from the German Government was given to the LWD amounting to P 3.5 M which consist of a pump house, 1 generating set, 1 well, 1 pump and 1 motor located at Sta. Cruz Lubao.
At present, LWD is under the able management of Mrs. Evelina S. Galicia and the Board of Directors is composed of the following:

- Secretary (Professional Sector): Engr. Hernando S. Capuli
- Treasurer (Women Sector): Mrs. Anita S. Limson
- Member (Business Sector): Mrs. Katherine L. Pilea
The General Manager who is appointed by the Board of Directors has the direct administration of the District. The District has Three (3) Divisions, namely:
- Administrative, General Services and Finance Division;
- Commercial Services Division;
- Engineering Services and Operation Division.
The present set of officers aims to pursue the Water District’s mission of providing safe and potable water in the locality.

The water sources of the District composed of One (1) deep-well turbine pump and Twelve (12) deep-well submersible pumps located at:
- Barangay San Nicolas I (20 Hp Turbine), with elevated tank (25,000 gals);
- Barangay Sta. Cruz (35 Hp Submersible), with elevated tank (25,000 gals);
- Barangay Sto. Tomas (30 Hp Submersible);
- Barangay Sto. Nino (30 Hp Submersible);
- Barangay Remedios (30 Hp Submersible);
- Barangay San Roque Dau I (20 Hp Submersible), with elevated tank (25,000 gals);
- Barangay Concepcion (25 Hp Submersible);
- Barangay San Pablo I (25 Hp Submersible);
- Wenceslao Resettlement (20 Hp Submersible);
- Barangay San Jose Gumi (5 Barangay Hp Submersible);
- Barangay San Francisco (25 Hp Submersible);
- Barangay Sta. Rita (20 Hp Submersible)
- Barangay Sta. Cruz Bypass (15Hp Submersible)
A concrete water tank with a capacity of 100 cubic meters in Barangay San Nicolas 1st Pumping Station and an elevated tank in San Roque Dau 1 Pumping Station and Sta. Cruz Pumping Station help to support the water pressure in the said areas. To augment the need of water supply, ground reservoirs with a capacity of 500 cubic meters and 400 cubic meters was constructed in Barangay Lourdes (2015) and Barangay San Isidro (2017), respectively.
LWD’s main office is located at Barangay San Nicolas 1st and its sub office is located at Barangay Sta. Cruz.

Office of the General Manager
Administrative Services Division
The Administrative Services Division is composed of two (2) sections, namely, the Human Resources Section and the Supply/Property Section. Human Resources - is where all personnel related matters are handled in order to develop and administer policies and programs designed to efficiently utilized human resources; Supply/Property Section - is where all operations involved in the storage, inspection of delivered materials and receipt of goods and properties are performed. Issuing materials needed for LWD daily operation is one of its major tasks. This Division also serves as support group to Finance, Commercial and Engineering Divisions.
Commercial Services Division
The Commercial Services Division is the marketing arm of the organization. It is responsible for processing of customer applications, meter reading, billing, distribution of water bills to concessionaires, disconnections, pursuing of delinquent accounts, customer queries and complaints.
Engineering and Operation Division,
The Engineering and Operation Division is composed of two (2) sections, namely, the Construction/Maintenance group and the Production group. The construction/maintenance group is responsible for the construction of water facilities like new service connections, expansion projects, service line and main line distributions and repair of water leakages. It also includes estimates of new connection materials. While the production group is responsible for the 24/7 supply of water to concessionaires and in overseeing that water supplied is clean, safe and potable.
Finance Services Division
The Finance Services Division is composed of the General Accounting / Budget Section and Cash Management Section.

General Accounting/Budget Section - handles the general ledger system. Responsible for the evaluation, analysis, validation, review, reconciliation and consolidation of various financial reports/statements and transactions. On the other hand, Budget Section is in-charge with the preparation of Annual Budget & monitoring of actual expenses against budget.

Cash Management Section - is responsible in the handling and usage of cash and in assessing cash flow and investments. It adheres in the strict implementation of the Cash Management System like cash receipts, expenditures, cash control and safekeeping. It updates and maintained cash collections thru collection reports and cash record book.
Office of the General Manager
The Office of the General Manager (OGM) is the main/central office of the LUBAO WATER DISTRICT. This office administers the overall operations of the district to ensure that its goals, objectives, programs, policies, rules and regulations are properly monitored and implemented. This office is supported by a staff whose primary task is to ensure the safety of the General Manager and other employees during their official/business travels.
